Speaker Bios

Pamela Popp has managed and internalized some of the largest health care liability claim programs nationally, including Stanford University Medical Center, Tenet Healthcare, Spectrum Healthcare Serves, and SSM Health Care. She has served in risk and claims management consulting roles on the brokerage sides as well as in-house with several large malpractice carriers. In her current role, Pamela manages the GB Healthcare Risk Consulting Practice, working with self-insured clients to identify, mitigate and prevent risks, enhance the patient experience and educate providers on the strengths of disclosure and apology programs. Pamela’s deep knowledge in health care risk management comes from having walked the halls of thousands of hospitals, physician offices, correctional centers and ambulatory care centers, and educating tens of thousands of health care personnel on risk management topics. Pamela has been involved in risk management organizations at the local, state and national level over 30 years. She served as the president of ASHRM and a multi-year board member, as well as a president of the American Hospital Associations’ Certification Center. Pamela served as board president of the International Center for Captive Insurance Education, ICCIE, and continues as a faculty member on health care captive and risk financing topics. She is a frequent speaker and author on risk, claims and risk financing topics, and serves as faculty for ASHRM’s Risk Financing Certificate Program.

Pamela is licensed to practice law in both Missouri and Illinois. She received her bachelor’s degree from Truman State University, dual masters from Webster University, and her Juris Doctor from St. Louis University. She is an ASHRM Distinguished Fellow, an ASHRM Distinguished Service Award recipient and was awarded the RIMS Lifetime Achievement Award/Harry and Dorothy Goodell Award.

Kenneth Fox is a partner at McAloon   Friedman, P.C. where he specializes in the representation of physicians, health care providers, hospitals, and related facilities in all aspects of professional liability litigation. Mr. Fox also serves as Counsel and Claims Administrator for a major health care provider’s National Insurance Program where he advises on risk management issues in health care, general liability, employment, and Directors and Officers matters. He received his Bachelor of Arts degree in English from Tufts University and his Juris Doctor from the Hofstra University School of Law and has been recognized by his peers having been named to Super Lawyers and the International Advisory Experts Group. Mr. Fox joined AHRMNY in 2008 and has been a member of the AHRMNY Publications Committee since 2014.

Maggie Neustadt, JD CPHRM, FASHRM is the Vice President of Risk and Claims Management for Saint Luke’s Health System in Kansas City, Missouri. As an attorney and clinical risk manager, Maggie directs patient safety activities for the enterprise and also has responsibility for managing exposures for the system’s captive insurance program. Prior to joining Saint Luke’s Health System in 2011, Maggie was Senior Counsel at Husch Blackwell specializing in professional liability litigation. Maggie is a speaker, author, and faculty member covering emerging trends in health care risk management with an emphasis on health care transparency practices. Maggie earned her certification as a Professional Health Care Risk Manager from the American Hospital Association in 2017. She was awarded the designation of Fellow of the American Society of Health Care Risk Managers in 2020.

Victor R. Klein, MD, MBA is currently a Perinatologist in the Department of Obstetrics and Gynecology at North Shore University Hospital while serving as the Vice Chair of Obstetrics Gynecology at North Shore University Hospital and the System Director of Quality Patient Safety for the Ob Gyn Service Line at Northwell Health. Dr. Klein has been engaged in risk management and patient safety for over 30 years, and has lectured extensively on these fields throughout the country, including the ASHRM annual meeting. Dr. Klein received his medical degree from the State University of New York at Brooklyn/Downstate Medical School. He completed his internship at Kings County Hospital Center, residency in Obstetrics and Gynecology at The Johns Hopkins Hospital, fellowships in Maternal-Fetal Medicine and Medical Genetics at the University of Texas Health Science Center at Dallas, and his MBA in Quality Management at Hofstra University. He is board certified in medical genetics, general obstetrics gynecology, and maternal fetal medicine, has obtained CPHRM certification, and is recognized as a Distinguished Fellow of the American Society for Health Care Risk Management (ASHRM). Dr. Klein is currently President of The Association for Healthcare Risk Management of New York (AHRMNY), and Chair of the Nominations Committee for ASHRM. He has been a member of the editorial board and past editor of the Journal of Health Care Risk Management, is on the Board of Directors for AHRMNY, a past board member for ASHRM, and is on the AHA Maternal Child Health Council. He is nationally recognized and has written over 75 articles and publications on obstetrics gynecology, risk management, and patient safety. Dr. Klein represents the American Society for Health Care Risk Management for the Alliance for Innovation on Maternal Health (AIM).
