Celebrate - National Healthcare Risk Management Week
The second annual National Healthcare Risk Management Week (NHRMW) will take place June 18-22, 2001. "Healthcare Risk Managers - Creating a Safe Community for Patients, Staff and Visitors" is the theme for the week, which will raise the visibility of the critical role which risk managers play in patient safety. The celebration will instill occupational pride among risk mangers, and will raise awareness of loss prevention, patient safety and other issues at the heart of risk management.
To highlight the role of risk managers, ASHRM will be hosting a live satellite broadcast on advanced topics in risk management. The program, modeled after the Food and Drug Administration (FDA)/ASHRM program aired last year, will take place June 20, 2001, and will carry Continuing Education Units (CEUs) from various organizations. Tentatively titled "Disclosure of Medical Errors: Demonstrated Strategy to Enhance Communication," this program will air from Chicago and will be broadcast via satellite to participating sites.
During National Healthcare Risk Management Week, ASHRM will also announce the winner of the 2001 William J. Curran Student Writing Award. This award, also in its second year, has adopted the theme of patient safety and will reward excellence in student writing. An exciting collection of National Healthcare Risk Management Week commemorative gift items are now available for purchase, including a NHRMW tote bag, mouse pad, travel mug, post-it notes and T shirt. The gift items display the National Healthcare Risk Management Week logo, visually promoting the week within healthcare organizations. A brochure featuring these products will be mailed to ASHRM members in the coming weeks. Watch the ASHRM Web site and eNews for more details. ASHRM encourages members to plan events now to celebrate the week. The recognition week affords risk managers the opportunity to highlight the pivotal role that Risk Managers play in their organization and to create awareness of risk management issues. The week also provides the opportunity for every level of management, from the CEO down, to acknowledge the importance of the risk management profession. InsideThis Issue

Dial in to ASHRM's Audio Conferences
|
This year, ASHRM's 2001 Audio Education Task Force has planned three audio conferences. Audio conferences provide the opportunity to bring educational programs to your desk. ASHRM members continue to enjoy the convenience and flexibility, as well as the quality content, that audio conferences provide.
The topic of the first audio conference, on May 22, will be the new Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Patient Safety Standards. This timely topic will include a discussion of the standards by a representative of the JCAHO, as well as suggested risk management implementation strategies from a practicing risk manager. Participants will also have an opportunity to participate in a question-and-answer session, to clarify related issues in preparation for the standards implementation date of July 1, 2001.
The Health Insurance Portability and Accountability Act (HIPAA) will be the topic for the second audio conference on July 11. Faculty will include an ASHRM member with expertise on this subject, as well as a representative from the American Hospital Association, with whom ASHRM is collaborating on HIPAA guidelines and implementation strategies.
The final audio conference in the series, on August 28, will explore long-term care risk management issues and concerns. Readers are invited to submit particular issues and concerns to be addressed during this program to Pamela J. Para, Director of Professional and Technical Services, via e-mail at ppara@aha.org, or fax at (312) 422-4580. Audio conference registration price is $159 per site for ASHRM and other PMG members, and $209 per site for non-members. Site pricing provides a great opportunity to get your co-workers together for educational programs. There is one site fee and an unlimited number of attendees can participate at each site. For registration information, please call 1 (800) 775-7654.
Continuing Education Units (CEUs) will be offered for all audio conferences this year, from the Illinois Nurses Association (INA), the American College of Healthcare Executives (ACHE) and the American Hospital Association (AHA). The audio conference schedule is subject to change. Please refer to future editions of the Forum, e-News: This Week at ASHRM, and the Special Programs Page for further announcements and registration information.

Meet ASHRM Board Member Ellin Quinn
|
Ellin Quinn
Assistant Director Risk Management
Texas Children's Hospital, Huston, Tx
Term: 2001- 2002
Organization: Texas Children's Hospital's integrated delivery system consists of six separate corporate entities. They include Texas Children's Hospital, Texas Children's Pediatric Associates, Texas Children's Health Plan, Texas Children's International, and the TCH Insurance Company, which is a single parent captive domiciled in the Cayman's. The IDS is closely affiliated with Baylor College of Medicine, as well as other prestigious educational institutions. We are committed to a community of healthy children and are dedicated to our mission of excellence in pediatric patient care, education and research. We are about to enter into our brand new buildings! We have put a 15-story addition on to one of our buildings built in 1991. This will replace outdated inpatient rooms that were built in 1954. Additionally, we will be moving in to our 21-floor outpatient facility in September. Everything is going to be new, and kid friendly. We are even going to have a food court!
Highlights of my career: From the time I was a little girl, I was fascinated with medical procedures. I remember I was in first grade when I sliced open my radial artery from a fall onto a broken bottle. I was mesmerized by the blood, and really couldn't understand the panic in my parent's faces! While I was in the Emergency Room of the local hospital, I knew I wanted to be a nurse. The pretty lady in the Emergency Room with the funny hat stood right by me and talked me through the entire suturing process. The doctor repeatedly told her not to let me watch, but she knew I was doing just fine. In my mind, being a nurse was the only thing I could possibly be when I grew up!
I began my career as a nurse in Niagara Falls, New York. Shortly after participating in my first "code" I knew I was meant to try ICU Nursing. The love of critical thinking and working with medically complicated patients brought me Texas. I came here to work with Denton Coolly, MD and his open-heart surgery patients. After 5 years of a super adrenaline charged work life, I decided it was time to slow down a bit. I became engaged to a very nice man, and in 1983 I took a position as a Nursing Specialist for St. Luke's Episcopal Hospital and Texas Children's. There I developed my ability to analyze complicated medical claims, which to me was similar to taking care of an ICU Patient, but more fun.
In 1989 after the two hospitals split, I assisted in the start up of the Texas Children's Risk Management Department. There were three of us. The General Counsel, a secretary, and myself. The opportunities for learning were incredible! I began taking insurance classes, learned the Texas Workers Compensation Program, and did a little bit of just about everything that comes and obtained my ARM shortly after that. Together with my original boss, we have developed into quite a busy, productive department. I have become very active in managing the PL claims for our Captive Insurance Company, and we are lucky enough to have two very skilled nurses and a coordinator to allow us to concentrate only on Patient Safety. Additionally, we now have two staff attorneys and a support person to guide us through all of the regulatory concerns! The collaborative working environment we now have is really incredible. I thoroughly enjoy the point I am at in my career. Being a Board Member for ASHRM truly is an honor, and I am grateful to think that the membership considers me a leader in our field.
On a personal note, I am married to a man from Brockport, New York who has been wonderfully supportive of my career. Together we are raising a beautiful daughter, who will be entering high school next year. I am a dog lover, but my black Labrador really is a handful sometimes! I love to do Yoga, Jazzercise, take long walks, watch movies, and spend time with my daughter and her friends. I am always ready to try some new activity. (My other board members recently showed me the joys of hiking.)
Personal Philosophy: I believe that there are many sides to a story, and that truly listening and “hearing” is the key to being successful in our business. I also believe that being optimistic and young at heart is imperative to a long healthy life. (Great music and dancing helps too!)

Revolutionary ideas In Risk Management
October 29-November 1, 2001
Plans are well under way for ASHRM’s 21st Annual Conference & Exhibition, October 29-November 1, 2001, in Boston, Massachusetts. The theme of this year’s conference is “Revolutionary Ideas in Risk Management.” The ASHRM 2001 Annual Conference Committee has been hard at work preparing the following concurrent session tracks for this year’s conference: Patient Safety; Risk Financing; Risk Management in the Workplace; Claims Management, Legal and Regulatory Issues; and Special Topics. In addition, special keynote presentations are also planned.
Besides ASHRM’s educational opportunities, the Annual Conference is also expected to offer some additional special features. Participants of the conference will also have an opportunity to attend a PAC (Political Action Committee) reception to learn more about ASHRM’s involvement in advocacy. Chapter accomplishments will also be featured at the conference through the Chapter lunch and Chapter Recognition Program. In addition, members will have an opportunity to attend a special workshop to learn more about writing for publications, such as the Journal. The conference will also continue to feature Special Interest Groups from a variety of specialty areas. This year’s conference will also feature a cyber café, where attendees can catch up on e-mail, and the popular onsite ASHRM Bookstore promises to be bigger and better in 2001.
ASHRM is applying for the following continuing education credits for the ASHRM 2001 Annual Conference: nursing continuing education units (CEU) from the Illinois Nurses Association, Certified Professional in Healthcare Quality(CPHQ) continuing education credits, and credits from the American College for Healthcare Executives (ACHE). In addition, all of ASHRM’s educational programs meet the requirements for continuing education credits towards the ASHRM designations of Fellow (FASHRM) and Distinguished Fellow (DFASHRM). ASHRM educational programs also contribute towards the requirements for renewal of the CPHRM certification.
ASHRM’s exhibit hall is filling up fast and is sure to offer members plenty of opportunities to review a variety of products and services throughout the healthcare industry. Once again, participants will have dedicated time to visit with exhibitors and network with colleagues throughout the conference. Please watch the Forum, e-News: This Week at ASHRM, and the ASHRM Web site for ongoing Annual Conference updates.
On Wednesday February 21, 2001 ASHRM launched the 2001 William J. Curran Student Writing Competition. The purpose of the competition is to encourage and reward student-written articles in the area of risk management.
This year the Student Writing Prize will coincide with National Healthcare Risk Management Week, which takes place June 18 -22, 2001. Accordingly, National Healthcare Risk Management Week will lend its theme of “Patient Safety” to the Student Writing Prize. This broad theme may incorporate all settings of the healthcare arena. Students enrolled in the study of public health, health administration, nursing, medicine, insurance, law, business administration, or related fields are encouraged to submit a paper for consideration. Students enrolled in such courses of study abroad are also eligible for this competition.
Any topic relating to patient safety will be accepted. Examples of the broad range of topic areas include, but are not limited to disclosure, medical error, medication error, peer review, discoverability/evidentiary protection, error reporting, environmental/workplace safety, staff competencies as a patient safety strategy, organizational commitment to patient safety, interdisciplinary cooperation as a patient safety strategy, compliance with standards/statutes/regulations as a patient safety strategy, patient relations/communication as a patient safety strategy.
The William J. Curran Student Writing Prize is named after the late Professor Curran, a pioneer in legal medicine and an educator who taught healthcare risk management at Harvard University. The winner of the award will receive a cash prize of $500 and will be recognized at the ASHRM Annual Conference and Exhibition 2001 in Boston, MA, October 29 - November 1. The successful paper will also be considered for publication in the Journal of Healthcare Risk Management of the American Society for Healthcare Risk Management.
Eligible submissions should be at least 20 typewritten pages but no longer than 30 pages, double-spaced. Papers will be judged by a task force appointed by the ASHRM board of directors. This task force is a representative group of ASHRM members. Submissions must be received no later than Monday, April 30, 2001. One copy of the paper, along with a disk copy, should be mailed to:

THE CHICAGOLAND HEALTHCARE RISK MANAGEMENT SOCIETY
The Chicagoland Healthcare Risk Management Society is entering its 20th year. Plans are under way to pull together some historic information to share with the membership. Old members will enjoy remembering what has been done. New members will be impressed with how much has been done and how far risk management has come in the past twenty years. Our first education program for 2001 was held the end of January and addressed the HIPAA legislation. There was standing room only! The Program Committee is already working on the annual meeting which will be held on April 6th. Election results will be announced and some education will be provided. Some type of social activity is being planned after the meeting to commemorate the 20th anniversary of CHRMS. Needless to say, we are hoping for a good turnout. The Nominating Committee is meeting in February to begin pulling together a slate of candidates for this year’s election. We’re hoping for a good response from the membership as they identify potential candidates as well as recipients for the Rookie of the Year Award and the Greatest Contribution of the Year Award.
THE KENTUCKY SOCIETY FOR HEALTHCARE RISK MANAGEMENT
The Kentucky Society for Healthcare Risk Management is sponsoring Module I: Healthcare Risk and Insurance Management -Components of a Fundamental Program on May 16 & 17 in Louisville, Kentucky at the Inn at Jewish Hospital. SOUTHERN CALIFORNIA ASSOCIATION FOR HEALTHCARE RISK MANAGEMENT
The Southern California Association for Healthcare Risk Management’s (SCAHRM) monthly educational luncheon meetings continue to provide members and their guests with timely and thought provoking presentations. EMTALA and provider based rules and regulations was the topic in February. The March meeting focused on appellate decisions dealing with risk management and health care professionals. The education committee has planned an exciting calendar for the membership.
The annual education conference at the Rancho Las Palmas Resort in Rancho Mirage set for May 9 - 11, 2001, is loaded with “must attend” sessions, including legislative update, long term care and elder abuse and medical error. The conference, entitled “Survivor-Risk Management in the Healthcare Outback” will have, as its final session, a sequel to last year’s docu-drama.
Following the annual conference, Applied Measurement Professionals (AMP) will administer a special paper and pencil version of the CPHRM examination. (A number of review courses will be offered during the conference to assist those interested in preparing.) A special application will be sent to all SCAHRM members. Non-SCAHRM members may take the exam but will need to obtain an application form. Please contact Margaret Hambleton at MHambleton@CHW.edu or call (626) 744-2486.
The communications, membership, PR/marketing and by-laws committees have likewise been busy developing goals and objectives for the year. The chapter Web site is now up and running at www.scahrm.org.

Join a Special Interest Group
|
ASHRM’s Special Interest Groups (SIGs) provide the opportunity for members involved in similar settings to network and discuss relevant issues and concerns. SIGs are independent groups that meet on their own schedule and generate their own agenda. SIGs also serve as think tanks on specific interest areas for ASHRM members. In addition, these groups are given an opportunity to meet, display, or propose a presentation for the Annual Conference SIG session, to be held on Wednesday, October 31. ASHRM Special Interest Group Coordinating Committee Chair, Kathleen Knoppe, and the SIG chairs invite you to be a part of the Special Interest Groups and to participate in ASHRM.
What is required?
Membership of a Special Interest Group requires a time commitment of approximately two hours per month. SIGs meet twice yearly by conference call and once in person, at the annual conference. Other communication is carried out by e-mail.
How can I participate?
Review the list of Special Interest Groups below and send an e-mail to Stephen Murphy, Project Specialist, at smurphy@aha.org indicating which group you would like to participate in.

Chapter Recognition Progam
|
ASHRM proudly announces the launch of the 2001 Chapter Recognition Program. This exciting initiative has been designed to recognize and promote ASHRM Affiliated Chapters for special projects and significant achievement, and promote networking and innovation among Chapters.
“As our membership continues to grow, the relationship between the national society, ASHRM, and our chapters is more important than ever,” says ASHRM President Geri Amori, PhD, CPHRM, ARM, FASHRM. Educational programming, publications and networking opportunities, which chapters offer on a local basis, are paramount to the growth of risk managers.
In recognition of the vital role which chapter programs play, ASHRM will offer four awards of $500. This year’s Chapter Recognition program has been redesigned with input from the Chapter Presidents’ Council of 2000. Submission will be categorized by membership size of Chapter, as follows: less than 50; 51-150; 151-250; more than 250. One award will be offered for each category. Topics for submission are determined by the Chapter to reflect their pride in a special project or significant achievement over a twelve-month period, during January 1, 2000 and July 1, 2001. Projects may also be featured in ASHRM publications and Web site.
To participate, Chapters should submit a poster, no larger than 4’ by 8’ and a 1 to 3 page abstract summarizing the Chapter’s special project or significant achievement. Chapters should also submit a current Chapter membership roster, and the contact information of a contact person for additional information. Final judging of entries will be completed at the ASHRM Annual Conference and Exhibition, in Boston, October 29 - November 1, 2001. At this time Chapters should not send their posters to the ASHRM office.
“The Chapter Recognition Program is an ideal opportunity to showcase your achievements and inspire other chapters,” says Lee Budd, RN, Chair, Chapter Relations Task Force. The Chapter Relations Task Force will implement the recognition program this year, a program which was originally designed by the Chapter Presidents’ Council of 2000.
“Chapters were surveyed and results indicated a desire for a more goal-oriented program that was less burdensome, and not necessarily competitive, but definitely focused on recognition,” explains Pat Fowler, RN, ARM, CPCU, FASHRM, Chair, Chapter Presidents Committee, 2000. Pat notes that benefits to chapters of participating in the program include recognition for the chapter, internally and externally, enhanced networking and professional growth.
Every chapter that submits an entry will receive a certificate of participation and have the option of a brief presentation at the Annual Conference Chapter Leadership Development Workshop. One Chapter in each of the size distinctions will be selected by a panel of judges appointed by the ASHRM Board of Directors for an Outstanding Achievement Award to be presented at the Annual Conference Chapter lunch. A certificate of outstanding achievement and $500 will be awarded to each of the four winning Chapters. New affiliated Chapters will be recognized with a commemorative plaque at the Annual Conference Chapter Lunch.

At a January meeting in a cold and snowy Chicago, ASHRM President Geri Amori, PhD, CPHRM, ARM and the ASHRM Board of Directors presented committee and task force chairs with six goals for the association in 2001. These goals will direct ASHRM activities this year and are listed below.
- We actively reach healthcare risk managementprofessionals and address their professional association needs
- We develop, advocate and foster professional standards for healthcare risk management
- We provide opportunities and actively foster personal and professional development
- We cultivate a positive public image for healthcare risk management
- We actively expand our services, contact, and membership on an international platform
- We embrace and utilize evolving technology
ASHRM’s committees and task forces are working this year to fulfill these goals, through projects such as the Module series, the development of a new CPHRM Study Guide and a new Pearls on Medication Error.
The Joint Commission on Accreditation of Healthcare Organizations (JCAHO) is considering the development of a potential matrix or index relative to patient safety. Initially, the proposed matrix or index would potentially be based on an organization’s compliance scores in regard to standards that relate to patient safety. If the newly adopted patient safety standards are included, the JCAHO estimates that 50% of present standards relate to patient safety. Other data would also be included in calculating the index or matrix. An American Hospital Association (AHA)-JCAHO Special Advisory Group has provided negative feedback on the proposed index and a JCAHO Board Strategic Issue Work Group on Patient Safety will further evaluate the utility of the index or matrix and whether any recommendations should be made to the JCAHO Board of Commissioners concerning its adoption and use. To read a full JCAHO Update from AHA, go to www.aha.org.
